Dr. Chea Sarin

Green Goal Founder/ Social Safeguards and Resettlement Consultant
Dr. Chea Sarin holds a Ph.D. from Assumption University, Thailand (2022) and M.Sc. from Asian Institute of Technology, Thailand (1998). With over 20 years of experience in social safeguard planning and assessments, he specializes in preparing DDR, LARF, RP/DRPs, IPDP, and monitoring documents that meet both Government of Cambodia and ADB Safeguard Policy Statement standards. His expertise spans multiple sectors including transport, agriculture, urban infrastructure, energy, and indigenous peoples' projects. Dr. Sarin has led resettlement and social safeguards assignments for major ADB-financed projects and development initiatives funded by The World Bank, IFC, JICA, Korean Exim Bank, EU, and DANIDA.



Ms. Chet Bopha Ponlok

General Manager
Ms. Chet Bopha Ponlok serves as General Manager of Green Goal Ltd., bringing over 15 years of expertise in social research, administration, and legal affairs, with over 8 years of specialized experience in social safeguards and resettlement for national and international organizations. She holds Bachelor's degrees in Sociology from the Royal University of Phnom Penh (2005) and Law from the Royal University of Law and Economic Science (2004).












Mr. Y Chansan

Social Safeguards and Resettlement Consultant
Mr. Y Chansan specializing in resettlement and social safeguards for major infrastructure projects. With a Master's degree in Project Management and over 20 years of experience, he has worked as an independent consultant since 2021 for prestigious organizations including the Asian Development Bank (ADB) and JICA, leading critical projects such as the Climate-Friendly Agribusiness Value Chains Sector Project and National Road improvements. Fluent in Khmer, English, and Chinese, he has progressed from industry management to becoming a respected expert in social impact assessment and external monitoring, ensuring that Cambodia's development projects comply with international safeguard standards while protecting affected communities across multiple provinces.

Mr. Ly Seyha

Geospatial and Data Analytics Manager 
Mr. Ly Seyha holds a Bachelor's degree in Information Technology from the Royal University of Phnom Penh (2016) and brings over 10 years of experience in research surveys and fieldwork assessment. He specializes inDGPS/Drone-RTK/ArcGIS/AutoCAD technologies, progressing from Project Assistant to Field Team Leader for major infrastructure projects. His expertise includes leading technical teams for ADB's Climate-Friendly Agribusiness Value Chains Sector Project, conducting replacement cost studies for transmission line developments, and providing external monitoring services for national road improvement initiatives with clients including Green Goal Co. Ltd., Asian Development Bank, and government agencies.










Ms. Roeurn Sophat

HR & Admin Officer/ Project Coordinator
Ms. Roeurn Sophat is a 27-year-old Cambodian development professional with a B.A. in Sociology from the Royal University of Phnom Penh (2018). Since 2018, she has worked as a Project Assistant at Green Goal Co., Ltd, specializing in social safeguards monitoring and resettlement planning for major ADB-funded infrastructure projects, including the Phnom Penh-Sihanoukville Expressway. He has expertise in field monitoring, stakeholder consultations, and land acquisition processes across Cambodia.
















Mr. Ouk Chheut

Project Manager
Mr. Ouk Chheut is an experienced project manager specializing in social research, resettlement, and field operations. He holds a Bachelor’s degree in Information Technology from Build Bright University (2007–2011) and has received extensive training in social safeguards, survey methodology, and data analysis. He has managed and supervised field research for numerous development projects funded by ADB, MEF, MOWRAM, and EDC across Cambodia. His professional expertise covers resettlement monitoring, replacement cost studies, socio-economic surveys, and grievance verification for major national infrastructure initiatives such as the Phnom Penh–Sihanoukville Expressway, the Climate-Friendly Agribusiness Value Chains Project, and the Grid Expansion for Energy Transition Project. Known for his strong skills in field planning, team leadership, data validation, and stakeholder coordination, Mr. Chheut is committed to ensuring compliance with safeguard policies and delivering high-quality data and reports that contribute to Cambodia’s sustainable development goals.

Ms. Phan Sovannbopha

Accounting Officer
Ms. Phan Sovanbopha is a 20-year-old Cambodian accounting professional who earned her Bachelor's degree in Accounting from Vanda Institute in 2024. During her time at university, she actively participated in financial simulation workshops, accounting seminars, and internship programs that provided real-world exposure to areas such as bookkeeping, financial reporting, tax compliance, and internal auditing. Her academic coursework was complemented by collaborative projects that involved preparing balance sheets, income statements, and audit documentation for mock businesses, which helped refine her attention to detail and analytical thinking. Known among peers for her precision and discipline, Sovanbopha developed a strong foundation in Cambodian financial regulations and accounting software, setting her apart as a promising young professional ready to contribute meaningfully to the finance and business sectors.

Ms. Loeuk Sovannliza

Office Assistant
Ms. Louek Sovannliza is a first-year Accounting student at the National University of Management (NUM) in Cambodia. A graduate of Beltie International School with additional English program training from ACE (Australian Centre for Education), she has practical work experience in customer service at a bakery from August 2024 to February 2025. Known for her strong communication skills, teamwork abilities, and active listening, she is fluent in both Khmer and English and is focused on developing her academic and professional skills in accounting.
