Involuntary Data Collection/Public Consultation on Social Safeguards proposed by Livable Resilient Water Secure Cities Investment Program, LRWSCIP (TA 10463-REG)

Client: Asian Development Bank HQ (ADB)/ MISTI/ MPWT

Date: May to Jun 2025

Green Goal has successfully demonstrated its expertise in conducting comprehensive social safeguards assessments for major urban infrastructure projects across Cambodia. Battambang, Banteay Mean Chey, Kampong Cham, Kratie and Kampot are the provinces component of the Livable Resilient Water Secure Cities Investment Program, Green Goal effectively executed involuntary data collection and public consultation processes, conducting consultation meetings across the target Sangkat/District in each province. GG successfully completed detailed Land Acquisition and Resettlement (LAR) screening and Indigenous Peoples (IP) impact categorization, confirming Category C status for both IR and IP impacts, indicating no significant resettlement requirements. Green Goal's thorough field verification and impact assessment identified potentially affected assets across the target areas, developed comprehensive mitigation measures, and provided detailed cost estimations for compensation and reinstatement. GG's systematic approach to stakeholder engagement, technical documentation, and compliance with ADB's Safeguard Policy Statement (2009) demonstrates their capability to manage complex social safeguards processes while ensuring community participation and protection of vulnerable populations, including Khmer-Islam individuals across the project areas.

Social Economic Survey and IR Impact Desk Review proposed by Livable Resilient Water Secure Cities Investment Program, LRWSCIP

Green Goal successfully delivered a comprehensive Social Economic Survey for the Livable Resilient Water Secure Cities Investment Program across 14 cities in 9 provinces from February to April 2025, The company demonstrated exceptional project management capabilities by mobilizing and training 34 enumerators to conduct pilot testing, refine questionnaires, and execute surveys following established methodology across multiple locations including Kampong Cham, Kampong Thom, Kampong Chhnang, Pursat, Battambang, Banteay Mean Chey, Kampot, Kratié, and Stung Treng Province. Green Goal's technical expertise was evident in their implementation of quality control measures including GPS tagging to prevent duplication, real-time monitoring, systematic record-keeping, and multilingual questionnaire translation into Khmer and other vernacular languages. The team successfully utilized advanced data collection technology including electronic devices with KoboToolbox applications for offline data collection and GPS integration, ensuring comprehensive English reports with sex-disaggregated data analysis and detailed visualizations. Most notably, Green Goal delivered all project components on time, demonstrating their reliability and commitment to meeting critical project deadlines while maintaining high-quality standards in socioeconomic data collection and analysis across this complex multi-provincial assignment.

CAM: Grid Expansion for Energy Transition Project

Client: Asian Development Bank HQ (ADB)/ Electricite Due Camoge (EDC)

Date: Oct to Dec 2024

Green Goal successfully executed a comprehensive drone survey and digitized data collection project for the transmission lines route assessment in Kampong Chhnang and Pursat Province from 2001 to 2024. The company demonstrated advanced technical capabilities by conducting site visits to proposed transmission line locations, utilizing UAV/drone technology to capture high-resolution imagery and document transmission line corridors of impact in coordination with Electricité du Cambodge (EDC). Green Goal's expertise was evident in their provision of ADB-compliant KMZ format files containing transmission line imagery, thorough assessment of involuntary resettlement and indigenous peoples' impacts following ADB Safeguards Policy Statement (SPS 2009) requirements, and comprehensive inventory of losses and socioeconomic surveys of potentially affected persons using digital survey tools and tablets. The team successfully conducted extensive stakeholder consultations with diverse groups including affected communities, vulnerable populations (landless, poor, female-headed households), local organizations, and authorities, while identifying opportunities to strengthen project benefits for local communities, particularly ethnic minorities and marginalized groups. Green Goal's systematic approach to ensuring compliance with ADB's Safeguards Policy Statement and their diligent preparation of Land Acquisition and Resettlement Plans and Indigenous Peoples Plans demonstrate their commitment to delivering technically sound and socially responsible infrastructure assessments for Cambodia's renewable energy development initiatives.

Contract Singing Processing with Affected Household by Phnom Penh Bavet Expressway Project

Date: Feb to Nov 2024

Green Goal contracted with Cambodia’s Ministry of Economy and Finance, General Department of Resettlement (GDR) from February to November 2024 to facilitate contract signing with affected households. The project involved coordinating with IRC-GDR and municipal/provincial authorities through kick-off meetings, developing monitoring forms, conducting public consultations, creating fieldwork plans, managing five specialized teams (quality assurance, contract signing, and supervision), implementing daily quality control systems, problem-solving during fieldwork, and producing comprehensive daily, monthly, and completion reports. The work focused on ensuring proper resettlement contract facilitation and maintaining coordinated communication between all stakeholders involved in the resettlement process.

Green Goal successfully completed Replacement Cost Studies (RCS) for various projects under Electricité du Cambodge (EDC). Drawing on their extensive experience in asset valuation and compensation studies, Green Goal demonstrated their specialized expertise by conducting comprehensive replacement cost studies for all assets affected by transmission line construction. The company's proven capabilities were evident in their systematic approach to identifying affected households (AHs) and their nearby assets, verifying and categorizing appropriate assets affected including land, crops, trees, fruit trees, structures, and other properties for replacement compensation. Green Goal's technical proficiency was showcased through their detailed market price surveys conducted with individual asset owners, establishment of standardized unit rates for compensation covering land, crops, trees, fruit trees, structures, and other assets, and comprehensive data processing, tabulation, and analysis. The team successfully produced drone imagery for all transmission line sections and delivered complete RCS Reports for Electricité du Cambodge (EDC), demonstrating their long-standing expertise and reliable track record in conducting replacement cost studies for major infrastructure projects in Cambodia's power sector development.

The external monitoring projects demonstrate extensive experience in post-evaluation and monitoring of resettlement plan implementations across multiple major infrastructure projects in Cambodia. Green Goal achieved significant success in the 190 km Phnom Penh-Sihanouk Ville Expressway Project from 2019-2022, delivering comprehensive consulting services through eight separate contracts with the General Department of Resettlement, Ministry of Economy and Finance. Key accomplishments included successfully conducting detailed measurement surveys (DMS) along the entire expressway corridor, facilitating contract signing and negotiation processes with affected households, and managing complex stakeholder engagement throughout the resettlement process. The project demonstrated the organization's capability to handle large-scale infrastructure development while ensuring proper compensation procedures for affected communities, representing a major contribution to one of Cambodia's most significant transportation infrastructure projects over the three-year implementation period.
